Race and Labour in London Transport

Oxford University Press, 1975

Keywords

UK, transport sector, racial discrimination, racism, workers.

Comment

This is a classic study of black and ethnic minorities workers in London Transport, written at a time that racial segmentation and discrimination were endemic and black workers suffered severe racial harassment and attack from fellow workers as well as members of the public. Brooks looks in detail at all sectors of London transport, including the Underground, buses, and other forms of transport, and traces the problems faced by ethnic minority workers, many of them recruited in the West Indies by London Transport. Fascinating.

Directorate-General for Employment, Industrial Relations and Social Affairs Unit D/3, 2003

Keywords

Europe, diversity, economics.

Comment

This study examines the measurement of the costs and benefits of workforce diversity policies in particular, the voluntary initiatives by businesses to recruit, retain and develop employees from diverse social backgrounds. It finds that companies with active diversity policies strengthened cultural values within the organisation, enhanced their corporate reputation and were better able to attract and retain highly talented people. The policies also helped overcome labour shortages and reduced labour turnover.

This paper provides information on the existing knowledge on the economics of migration and summarise the results from several pieces of work commissioned and conducted by the Home Office and the Department for Work & Pensions. It looks at who are the “migrant” population in the UK and where they come from and at their performance in the labour market and what drives this performance. The reports estimate that around 10% of those of working age population in the UK are foreign-born and that they represent a diverse group, coming from a wide range of countries, from very different parts of the world.

Migrant Workers – a TUC guide

TUC, 2002

Keywords

immigration; trade unions; rights at work.

Comment

This handbook was produced to assist trade unions in advising and organising migrant workers. It aims to ensure that employers and the government do not try to solve long-term shortcomings in pay, conditions and training with short-term, stop-gap measures. At the same time the TUC, in its Preface to the publication, says that it’s aim is to “hold out the hand of friendship to workers new to our shores, bring them into the movement, argue their cause and defend them from exploitation. The handbook offers detailed legal guidance on immigration entitlement and on rights at work from the perspective of the migrant worker.

Economic Assimilation and the Labour Market Performance of British Refugees and Economic Migrants

University of Nottingham, 2002

Keywords

earnings; unemployment; discrimination

Comment

This compares the earnings of immigrants from refugee sending countries and those from non-refugee countries and finds that non-white refugees forced to move exhibit a higher earnings penalty and are more likely to be unemployed. However, white refugees have no significant earnings penalty, relative to UK born whites. The report attributes these differences to discrimination and non-assimilation. The research also finds that recently arrived non-refugees gain an earnings premium and that UK born South Asians and non-whites earn more than those born abroad.

RETAS, 2002, pp99

Keywords

foreign qualifications; recognition of qualifications

comments

The research looks at the procedures for the recognition of foreign qualifications in Belgium, Germany, Spain, Italy, The Netherlands and the UK. In every case if finds that refugees face great difficulties throughout the process of recognition and that there is an under-valuation of their original education and training. The outcome is a massive loss of labour potential which the author’s say lend force to “misrepresentations of refugees as an unmotivated, unreliable, unskilled source of labour”.

English Language as a Barrier to Employment, Education and Training.

DfES, 2001

Keywords

training; labour market barriers; language; employers’ expectations.

comments

The report looks at the experiences of language learners, their teachers and employers. It finds that second language learners have a high motivation to succeed and that absence of language proficiency is a crucial barrier to their obtaining a job. Employers’ expectations of fluency in English and unfamiliarity with work culture in the UK are also identified as barriers to employment. The report recommends further research on the impact of language on employment.

Shields, A. and Wheatley Price, S.

The Labour Market Outcomes and Psychological Well-being of Ethnic Minority Migrants in Britain.

Home Office, 2003

Keywords

labour market disadvantages; qualifications; discrimination; immigration policy; language; health.

comments

Empirical investigations based on two main data sources, the Fourth National Survey of Ethnic Minorities and the Health Survey of England 1999. This finds that educational qualifications significantly enhance the employment prospects and participation probabilities of ethnic minority migrants, especially among females. UK qualifications, in particular, provide ethnic minority migrants with a labour market advantage, compared to those obtained abroad. However, recently arrived female ethnic minority migrants are significantly less likely to access the labour market or achieve employment. In terms of language skills, the research finds that English fluency rewards most those in the most disadvantaged ethnic groups. In terms of health and well-being employment success significantly enhances this, in comparison to being unemployed.

Sonia Mckay

Shiferaw, D and Hagos, H.

Refugees and Progression Routes to Employment.

Refugee Council, 2002

Keywords

age, qualification, language.

comments

The Pan London Refugee commissioned this research Training and Employment Network to identify the major employment barriers experienced by refugees. It affirms that the “waste of refugees’ untapped resources needs to be addressed”. The report identifies a number of barriers including language, employers’ negative stereotyping and non-recognition of overseas qualifications. The report identifies age as a factor influencing entry into employment, with younger refugees experiencing fewer employment barriers. However, language barriers still stand in the way of those trying to access apprenticeships and the New Deal routes followed by other young people. In terms of routes to employment the research suggests that it is professionals with managerial and administrative backgrounds that are the most disadvantaged group in terms of access to employment.

The Labour Market under New Labour

Palgrave Macmillan, 2003

Keywords

UK, ethnic minorities, labour market, racial discrimination

Comment

Based on the most recent Labour Force Survey (2002), this lucid analysis confirms the continuing disadvantage in employment of both British born minorities and immigrants. Recent economic recovery has slightly narrowed the differentials between white UK-born whites and UK-born ethnic minorities immigrants, but employment rates remain lower for ethnic minorities, particularly for Afro-Caribbean and Bangladeshi men, while ethnic minority women fare somewhat better.

Keywords

UK, racism, racial discrimination, trade unions, workers

comments

This was the first major contribution by one of today’s leading experts on the field of racism and the trade union movement in Britain. Wrench traces the history of black and ethnic minority involvement in the trade unions through a series of key disputes, such as Imperial Typewriter, Mansfield Hosiery, and Grunwick, and demonstrates how prevalent racist attitudes and actions have been within the white workforce as well as within the trade union movement itself, as well as the beginnings of change through black self-organisation and anti-racist policies and campaigns.

comments

This study focuses on two cases of industrial disputes involving black and ethnic minority workers and their unions in the UK. Both cases involve largely unskilled workers, many of them immigrants, and the authors indicate all the difficulties in organising and effectively representing these workers. The cases also show the important role of local community-based organisations in supporting ethnic minority workers, sometimes in conflict with the official trade union organisation.

Race and Racialism

Tavistock, 1970

comments

This book, brought out by the British Sociological Association, brings together essays by some of the UK’s most influential sociologists and race relations specialists, including Zubaida, Banton, and Rex. It represented a step forward in the conceptualisation of race and racism in the UK, although it has been surpassed by later works.
