It finds that companies with active diversity policies strengthened cultural values within the organisation, enhanced their corporate reputation and were better able to attract and retain highly talented people. The policies also helped overcome labour shortages and reduced labour turnover.

This is based on a survey carried out by the Labour Research Department, London with a brief to identify the difficulties faced by migrants and second generation migrant ethnic minorities in the labour market and also to record the steps that their union movements had taken to overcome their disadvantage. The survey records the practice of unions in 17 European states. Twenty-four union confederations took part in the survey which found that in every case they had considered that migrants and ethnic minorities faced difficulties relative to the rest of the workforce.

It looks at who are the “migrant” population in the UK and where they come from and at their performance in the labour market and what drives this performance. The reports estimate that around 10% of those of working age population in the UK are foreign-born and that they represent a diverse group, coming from a wide range of countries, from very different parts of the world.

This compares the earnings of immigrants from refugee sending countries and those from non-refugee countries and finds that non-white refugees forced to move exhibit a higher earnings penalty and are more likely to be unemployed. However, white refugees have no significant earnings penalty, relative to UK born whites. The report attributes these differences to discrimination and non-assimilation. The research also finds that recently arrived non-refugees gain an earnings premium and that UK born South Asians and non-whites earn more than those born abroad.

Empirical investigations based on two main data sources, the Fourth National Survey of Ethnic Minorities and the Health Survey of England 1999. This finds that educational qualifications significantly enhance the employment prospects and participation probabilities of ethnic minority migrants, especially among females. UK qualifications, in particular, provide ethnic minority migrants with a labour market advantage, compared to those obtained abroad. However, recently arrived female ethnic minority migrants are significantly less likely to access the labour market or achieve employment. In terms of language skills, the research finds that English fluency rewards most those in the most disadvantaged ethnic groups. In terms of health and well-being employment success significantly enhances this, in comparison to being unemployed.

The Pan London Refugee commissioned this research Training and Employment Network to identify the major employment barriers experienced by refugees. It affirms that the “waste of refugees’ untapped resources needs to be addressed”. The report identifies a number of barriers including language, employers’ negative stereotyping and non-recognition of overseas qualifications. The report identifies age as a factor influencing entry into employment, with younger refugees experiencing fewer employment barriers. However, language barriers still stand in the way of those trying to access apprenticeships and the New Deal routes followed by other young people. In terms of routes to employment the research suggests that it is professionals with managerial and administrative backgrounds that are the most disadvantaged group in terms of access to employment.
